Modeled after Austin Energy Green Building efforts, the Construction and Demolition ordinance is the city's newest policy to help attain its 90% diversion goal by 2040 or sooner.

Trained and certified by the City of Austin, Zero Waste Strategies (ZWS) is a 3rd party auditor and can assess the operations of handlers in becoming a "Qualified Processor" of C & D materials.

ZWS encourages all registered C & D materials handlers to become certified as "Qualified Processors" so facility diversion rate requirements of this ordinance can be confirmed and properly reported to the City of Austin.

Affected projects

  • A construction site with permit application submitted on or after Oct. 1, 2016
  • A construction site with a permit that includes more than 5,000 square feet of new, added, or remodeled floor area

c & d Ordinance Requirements

General contractors for Affected Projects must do at least one of the following:

  • Divert at least 50% of the construction project debris from landfills
  • Dispose no more than 2.5 lbs. of material per square foot of floor area in landfills
